Abstract
Abstract - The Community-Based Drinking Water and Sanitation Supply Program (Pamsimas) aims to improve public access to clean water and proper sanitation. However, administrators often face challenges related to water bill payments, such as manual payment processes and a lack of notifications to customers, leading to delayed payments. This study aims to design a web-based water bill payment application integrated with a WhatsApp Gateway notification system to enhance payment efficiency and customer experience. The Simple Additive Weighting (SAW) method is applied to determine customer billing priorities based on criteria such as bill amount, payment delays, and payment frequency. The application is designed using Unified Modeling Language (UML) and developed with PHP, MySQL, and the CodeIgniter framework. Functional testing demonstrates that the application effectively manages customer data, sends bill notifications, and objectively prioritizes billing. This application is expected to improve transparency, accountability, and customer convenience in water bill payments in Kampung Lubuk Begalung.
